While Arthur often found it difficult to relax into affectionate gestures of any kind he did more or less get used to Eames' show of affection. Even grow to like it (although he would never willingly or openly admit to that). That was part of why when it seemed like Eames was becoming distant it had affected Arthur significantly. But that was the past, Arthur needed to stay in the present.
